Codex as Governing Reference
A definition of Codex as the versioned source of terms, operators, rules, authority references, and admissible interpretations.
Codex is the governing reference layer of the Doctrine Industries system family.

A Codex release may contain:
- canonical terms and definitions;
- operator families and composition rules;
- state and transition constraints;
- authority references;
- evidence classifications;
- uncertainty vocabularies;
- policy rules;
- supersession relationships;
- interpretation notes;
- conformance tests.
Required properties
Every normative Codex record must have:
- a canonical identifier;
- a version;
- an owner;
- a status;
- an effective scope;
- a source or authority basis;
- a change history;
- a defined relationship to superseded records.
Runtime use
A runtime may load Codex material to validate or constrain operation. That does not make the runtime the owner of the rule. The runtime must preserve the rule identifier and version used for each consequential decision.
Interpretation
Codex reduces ambiguity but does not eliminate judgment. Where a rule admits multiple interpretations, the admissible range must be stated. Where the authority basis is incomplete, the rule must carry uncertainty or provisional status rather than presenting false precision.
Failure condition
A system is non-conforming when it cannot identify which Codex version governed a consequential transformation, or when it applies a rule outside the scope of its declared authority.
