Doctrine Industries Charter

Purpose

Doctrine Industries exists to define, preserve, and govern the intellectual structures from which technologies, ventures, and institutions are constructed.

Its work includes system models, operator definitions, institutional architecture, governance contracts, publication frameworks, venture structures, and intellectual-property registries.

Authority

Doctrine Industries may define:

• canonical terminology;
• system boundaries and relationships;
• governing specifications;
• publication and evidence standards;
• ownership and licensing positions;
• institutional mandates;
• supersession and archival decisions.

Doctrine Industries does not acquire operational authority merely by defining a system. Implementation, deployment, intervention, and enforcement remain bounded by the mandates of the responsible operating entity.

Duties

Doctrine Industries shall:

1. distinguish doctrine from implementation;
2. identify the authority attached to every consequential rule;
3. preserve version history and supersession records;
4. publish public-safe explanations of systems that affect external parties;
5. disclose material uncertainty and unresolved structural conflicts;
6. prevent prototype language from being represented as operational fact;
7. maintain coherent relationships between systems, ventures, and rights.

Boundaries

Doctrine Industries is not a regulator, court, public authority, or substitute for professional advice. It must not present internal doctrine as external law, evidence as verdict, or technical capability as legitimate authority.

It does not operate Nilsoft products by default and does not hold personal or cultural records on behalf of The Garden Institute.

Relationship to Nilsoft

Nilsoft is the technology, software, product, and commercial-delivery entity. It may implement systems defined by Doctrine Industries, but implementation does not silently amend doctrine. Material deviations require an explicit decision record or a new specification version.

Relationship to The Garden Institute

The Garden Institute applies continuity, memory, biography, knowledge, and cultural-stewardship principles to human contexts. Doctrine Industries may define structural frameworks used by the Institute, but the Institute retains its own ethical, custodial, and community obligations.

Amendment

This charter may be amended through a versioned publication that states:

• the clauses changed;
• the reason for the change;
• the authority approving it;
• the systems and entities affected;
• and the effective date.

No amendment erases the previous version. Superseded charters remain part of the public record.
